Woman with a Missing Right Hand Had Citation for Using Phone with Her Right Hand While Driving Dismissed

A Florida woman, Kathleen Thomas, had a ticket dismissed from February when a cop accused her of using her phone with her right hand while driving. The problem is she is an amputee and completely missing her right hand from the elbow down. The citation was dismissed and just this week the footage of the traffic stop was released.
